Microsoft Windows shows drive capacities in binary units TiB (tebibytes), but labels it TB (terabytes). That's why your 18TB drive shows up in Windows as only having 16.37 "TB" capacity!
Some file systems (e.g. ext4) reserve some blocks upon creation that can reduce the number of plots you can fit on a drive!
Linux users can prevent reserve blocks and optimize for large files by creating the file system with
mkfs.ext4 -m 0 -T largefile4 /device/path
